Hundreds of Hispanic/Latino students from high schools across New York State travel to Albany for a firsthand look at New York State’s legislative process. The Angelo Del Toro Puerto Rican Hispanic/Youth Leadership Institute (PR/HYLI) has been in existence since 1990 and was dedicated to the memory of the Honorable Angelo Del Toro in 1995.
The purpose of PR/HYLI is to:
- Develop leadership skills
- Gain an understanding of the NYS legislative process by participation in research and the development of legislative proposals
- Gain an understanding of responsible citizenship
- Create opportunities for interaction with positive role models such as elected officials and other adult professionals
- Promote a dialogue between youth and community leaders concerning issues that affect Hispanic/Latino youth
